Who this is for

If you're disturbing one or more acres on a Texas job site, TCEQ's Construction General Permit applies — and a SWP3 binder must be on-site before work starts. This kit is built for the operator running that paperwork.

01

Small builders

1–20 acre residential and light-commercial projects.

02

Site prep & dirt contractors

Grading, excavation, erosion control crews who need a binder ready before the dozer arrives.

03

Civil plan firms

Small civils handling SWP3 prep for builder clients without a dedicated environmental staffer.

04

Land developers

Smaller developers who want self-serve compliance instead of a $1,500 consultant retainer.

What's inside the binder

Every file you need to assemble a TCEQ-aligned SWP3 binder. Built from public EPA and TCEQ guidance, formatted for your project, ready to populate.

What it isn't

Read this before you buy:

  • This is templates and workflow, not a certified or stamped engineering plan.
  • This is not legal advice or a substitute for a licensed Professional Engineer where one is required.
  • This is not a permit-filing service. You file your own NOI / NOT through TCEQ STEERS.
  • This is not on-site inspection labor. You or your team perform the weekly inspections.
  • This is not a guarantee of permit approval. TCEQ reviews each submission on its merits.

Why $497?

Hiring a full SWPPP consultant runs $800–$1,450 setup per Texas market rates. A self-serve template pack on the open web runs $0 but skips the inspection logs, the BMP corrective-action workflow, and the binder checklist. $497 is the middle: you keep the work in-house, you skip the consultant invoice, and you walk into the job site Monday with a complete binder.

Questions builders ask

Do I need a SWP3 if my site is under 1 acre?
Per EPA and TCEQ guidance, the Construction General Permit applies to sites disturbing one or more acres, or smaller sites that are part of a larger common plan of development of 1+ acres. If yours is under 1 acre and standalone, the permit may not apply — but you should verify with TCEQ before building.
Does this work outside Texas?
The templates are Texas-aligned (TCEQ TXR150000 Construction General Permit). The binder structure and workflow translate to other state CGPs, but the regulatory citations, NOI/NOT forms, and site-notice text are TX-specific. We may release state-specific kits later.
Do I get updates?
Buyers get email notification when the templates change to reflect TCEQ rule updates. Lifetime access to the version you bought is included; major rewrites may be offered as a paid upgrade.
Refunds?
